According to information from the community, The Pokemon who are Shiny Locked in the Indigo Disk DLC are static encounters. This includes the returning Legendary Pokemon, and the new Mythical that will appear in Pokemon Scarlet and Violet’s The Indigo Disk.

The information was shared by @mattyoukhana_, a renowned dataminer who regularly goes through this type of information and looks it up. They’ve listed multiple static encounters that occur in The Indigo Disk and shared that yes, they are all Shiny locked, making it so that the Shiny version of these Pokemon will not appear, even if you restart your game. We can confirm that raging bolt is shiny locked and Terapagos is shiny locked.

After going through the game and collecting the many legendaries, we can confirm these encounters have had no reported shiny encounters. The reports are true, and anytime you grab any of the Legendary Pokemon snacks in The Indigo Disk, the legendary Pokemon that appears has no chance to be a shiny version. This will likely be disappointing for any players hoping to track down Pokemon to add them to their collection, but it’s good to see a healthy amount of returning legendaries to Pokemon S&V, even Raging Bolt and Terapagos.

The way you track down these legendary Pokemon is through Snackington. You encounter this character shortly after you’ve completed the main story in The Indigo Disk. You can find him outside the Blueberry Academy entrance, and he has a speech bubble above his head that says, “Snackington!”, announcing himself.

When speaking with him, he’ll offer to give you Legendary Pokemon snacks and offers a crude riddle to help narrow down their locations. After you catch the Pokemon, he can offer you additional snacks, but you need to complete BBQs by yourself or with other players.
