To upgrade Dutch’s Lodging players will have to get access to the Ledger. You can find the Ledger next to the donation box in the camp, near Dutch’s tent. However, this is not a straightforward process, there is a small catch.

To get access to the Ledger, you will first have to complete a Leopald Strauss mission named: “Money Lending and Other Sins – III”. Ledger won’t be available to you until you do this mission.
